Stated CALTRANS purpose and design of the project:

  • To build a continuous four to six lane expressway between Pigeon Pass and the I-580.
  • The added capacity on SR 84 is expected to attract more regional traffic to SR 84 and reduce congestion on I-680 and I-580.
  • Daily traffic to increase to 60,000 vehicles including 5400 semi-trucks (4 truckcs/Min)
  • The roadway consist of 12-foot travel lanes, 10-foot shoulders, and a 22-foot concrete median.
  • Retaining walls upto 4 feet and sound walls upto 6 foot high (At Ruby Hills Tennis court and recreation center) blocking exisiting visual views.
  • 3.2 acres of Conservancy lands affected include one parcel that is protected by the agricultural conservation easement held by the Tri-Valley Conservancy and the City of Livermore
  • Distace between power lines and some homes may be reduced
